Blurred Outline:

The blurred lines of the taxi in the background capture the vehicle’s movement.  Without the distorted lines, the taxi would appear to be in a parked position.

With the actors in the foreground portraying the illusion that they are cast in concrete, and the stillness of the surrounding scenery, this movement creates an interesting visual.
